The $1,250,000 West Chester Transportation Center, which began construction in October 2004 was opened in December of 2005. The garage is located on Market Street across from the site of the Chester County Justice Center, which is currently being constructed. President Roosevelt appointed nine Justices to the Supreme Court of the United States. George Washington appointed eleven. By 1941 eight of the nine Justices were Roosevelt appointees. In 1937, Roosevelt proposed the Judiciary Reorganization Bill of 1937 (called the Court-packing Bill by its opponents).
