The second party system referred to the national two-party competition between Democrats and Whigs from the 1830s through the early 1850s.

The blinking light problem is an infamous inconvenience that was found on the NES, causing the power light to blink and the game to turn on and off, once a second. It is caused by a dirty cartridge connector, as the 72-pin connectors are very badly designed, and can often be fixed by either replacing the connector or cleaning it with Isopropyl alcohol and a Q-tip.
