Perhaps most notable of all of the communities which helped make the new railroad possible was the City of Norfolk, Virginia. Access to Hampton Roads frontage and space to build a new coal pier was crucial to the whole scheme. In West Virginia, the owners, surveyors, and builders of the Deepwater Railway ran into lots of conflicts with both the C&O and the N&W. There was a nasty dispute with C&O forces over a contested tunnel site near Jenny Gap which landed in court. Rowland's troubles with ecclesiastical authorities first blossomed in 1553 when he was arrested on July 25th, just six days after the new Queen Mary I ascended the throne. Aside from the fact that Taylor probably supported Lady Jane Grey, Mary's rival, he was also charged with probable heresy from having preached a sermon in Bury St. Edmunds.
