During the 1860s conscription was seen as an effective way to maintain an army. In 1878 a law was passed by the Emperor Alexander II calling for a general conscription in Finland. The first ships of the Finnish Navy were old ships left behind by the Russians during the Finnish Civil War. These included gunboats, motor torpedo boats and minesweepers.
