Under the leadership of Burebista (70-44 BC) the Dacians became a powerful state which threatened even the regional interests of the Romans. Officially, as with other Communist parties, the supreme body of the Romanian Communist Party and its predecessors was the party congress held once every five years with one delegate for every 1,000 party members. The Party Congress elected a Central Committee and the general secretary and adopted the party's program and other documents. The Central Committee would be the main party body between Congresses.
