If you dream of decorating your body with a tattoo, it means that you've made some sort of "permanent" commitment. It is important what image and meaning the tattoo carried itself. If it was simply decorative, the implication may be that you need to pay considerable attention to your image, and make a permanent improvement. However, if the tattoo was of a name, a motto, or a recognizable symbol, the reference may be to your desire to make permanent a memory or an important event in waking life. Having a tattoo removed alludes to your desire to erase from your memory some event or some person, but the process is very painful and arduous.

Spiritual Dictionary on Pict
Pict: A member of a people of the north of Scotland who are first noted in historical records in the late third century and who became amalgamated with the Scots (who migrated to Scotland from Ireland) in the mid-eighth century. The Picts lacked many of the weapons more advanced peoples had, but they made up for it as warriors by going into a "battle frenzy." The Picts are the first tribal group to use blue woad body paint. They are also reported to have covered themselves with tattoos and gone naked into battle. Some believe that the Picts and Celts were of the same origins, and they were related to the Basques (from DNA studies of Celtic bloodlines) which suggest descent from the people who did the wondrous cave paintings during the Stone Ages.
