Carol was born Prince Karl von Hohenzollern Sigmaringen on the 20th of April 1839. He was the second son of Prince Karl Anton von Hohenzollern Sigmaringen and his wife, princess Josephine. Right after arriving in the country, the Romanian parliament adopted, on the 29th of June 1866, the first Constitution of Romania, one of the most advanced constitutions of its time. This constitution allowed the development and modernization of the Romanian state.
