    The city of Amarillo has a council-manager form of municipal government, with all governmental powers resting in a legislative body called a commission. Amarillo's commission consist of four city council members, each of them elected by the entire city, and by an elected mayor. The commission passes all city laws and ordinances, adopts budgets, determines city policy, and appoints city officials, including the city manager.
