According to the U.S NIH-sponsored 2002 Smokeless Tobacco Fact Sheet, it is marketed as a dentifrice. The same factsheet also mentions that it is "often used to clean teeth. The manufacturer recommends letting the paste linger in the mouth before rinsing."
