During the Spanish Civil War, the democratic countries had taken to neutrality instead of supporting the democratically-elected republic against the rebels supported by Nazi Germany and Fascist Italy. At most, the people of France, Belgium and Britain took refugee children, and some foreign volunteers, mostly leftists, joined the International Brigades.
